WITI-TV, WISCONSIN - New legislation regarding puppy mills in Wisconsin has finally been signed into law. It's an event animal rights activists have been waiting for.
The new law requires dog breeders and sheltes who sell more than 25 dogs annually to get a license through the state. Breeders will also have to meet certain standards of care including providing each dog with enough food, shelter and opportunity for exercise.
A breeder's background will also investigated before a license is issued and could be suspended or revoked for violations.
