my grandmother had no more than a third grade education yet she still made sure that all 5 of her children went to school up to high school level and you bet she checked their homework every day. She could barely write and mostly learned how to read from the Bible.

Well I heard of people who got injured real bad in accident, and never go to the emergency room. Got no treatment and lived too.

Schools in America are State schools. Paid for out of State taxes.

How can a country whose government can't protect their citizens from common criminals and thugs, so ordinary commerce can proceed, teach little children to read and write, and do math, and their homework?

The government have to exist to train the children so that they don't become thugs and in the process maybe commerce should be able to proceed.
You have your priorities mixed up. It is not the people that should serve commerce.

It is rather, that commerce should serve the people. That Is how it is in reality. every product of commerce is eventually consumed by the people.
Even the aspects of commerce that seem to serve other commercial business.
Not people serve commerce for the sake of commerce.

Sorry but I have no idea what you are talking about.

I am saying that governments job is to protect the people. If the people are safe they can do business, build houses, own property.

If the government is corrupt then people can not create wealth. The thugs steal it, and the government agents all take a piece of the profits.

Cuba is an example of where government is responsible for commerce... and education. Cubans are educated... no doubt about that, but government controls commerce.

It seem that even under corrupt governments commerce have a way of functioning.

It seems to me that citizenship borders on culture. It is something that people are, it is what they do. Good citizenship is being an honest person, who keeps their agreements, and isnt a ginal. You don't learn that at school, you learn that at home, and from your peers... it seems to me?

What country do you think has taught citizenship well?

I never look to existing examples to form opinion whether a good is essential and important to the human development.

I am never limited to what exist, when searching for solution to the deficiencies of a situation.
there is no reason to limit solution to what exist.
Otherwise they will never be an improvement on the usual. solution is not something we copy from somewhere else. real solutions are unique to the situation at hand.

Qualities as important and essential as that should not be left up to be acquired by osmosis.

What bout The Louisiana Purchase?? The civil wars?
the Indian wars?
would you or would you not consider that an attempt at citizenship building??

And why should other probably more beneficial skills of citizenship building require 'forced' learining?And why do you think about when I'm gone?

i would like to be around to experience some of the benefits of effective citizenship building that create honest hardworking ,citizens.

Instead of leaving that important task to untrained,unprepared parents.

Then blame them for the effects of it on society.
