Why does parents carry out their child(ren) to the mall knowing that the child(ren) if they let them out of sight they will wander away.
Then whichever store they are in block off the entrance and have all staff looking for the child(ren)

Especially this time of year when there are so many things in stores that will fascinate the child(ren).
Why not put them in the store cart or get a leash

yesterday I so wanted slap this young girl ... why have a stroller pushing around empty and then have to be chasing around after a toddler?
