The U.S. Embassy in Jamaica is seeking an Investigator to work on a full time basis in the Regional Security Office.
BASIC FUNCTIONS OF POSITION
The incumbent is part of a program that is dedicated to combating fraud in international travel documents, alien smuggling and terrorist travel. Incumbent will conduct complex criminal investigations; engage in dedicated police liaison to develop effective relationships with senior and working-level counterparts and closely monitor and analyze fraud trends and developments in Jamaica and the Caribbean as it pertains to fraud, human smuggling and terrorist travel.
REQUIRED QUALIFICATIONS & EXPERIENCE:
NOTE: All applicants are instructed to address each selection criterion detailed below with specific and comprehensive information supporting each criterion.
1. Education: A university degree in criminal justice, law or advanced analytical or technical applied science required.
2. Experience: At least three years in a professional capacity working in the host country’s system of government in the fields of criminal justice, criminal investigations or the courts with emphasis on technical, analytical or procedural investigations or applied operations commensurate with criminal prosecution programs required.
3. Language Proficiency: Must be able to speak and write English fluently.
4. Knowledge: Must have a comprehensive command of Jamaican criminal law, analytical and legal research and basic knowledge of U.S. travel document concerns. Must possess working knowledge of the MS Office Suite of products (Word, Excel, PowerPoint, and Outlook).
5. Abilities and Skills: Must be able to rapidly coordinate large scale, high profile investigations for both host nation and U.S. law enforcement, communicate effectively orally and in writing, and be able to prepare reports in a clear and concise manner. Must possess a valid Jamaican driver’s license.

DEFINITIONS
1. AEFM: A type of EFM that is eligible for direct hire employment on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he meets all of the following criteria:
--US citizen;
--Spouse or child who is at least age 18;
--Listed on the travel orders of a Foreign or Civil Service or uniformed service
member permanently assigned to or stationed at a US Foreign Service post or
establishment abroad with a USG agency that is under COM authority;
--Is resident at the sponsoring employee’s or uniform service member’s post of assignment abroad, approved safe haven abroad, or alternate safe haven abroad.
2. EFM: Family Members at least age 18 listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed at a US Foreign Service post or establishment abroad with a USG agency that is under Chief of Mission authority who do not meet the definition of AEFM above.
3 Member of Household: A MOH is a person who: 1) Has accompanied, but is not/not on the travel orders of a U.S. citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. Foreign service post or establishment abroad; 2) Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3) Resides at post with the sponsoring employee.
4. Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permits for employment in country.
5. Not-Ordinarily Resident (NOR): Typically NORs are US Citizen EFMs and EFMs of
FS, GS, and uniform service members who are eligible for employment under an
American USG pay plan, on the travel orders and under the Chief of Mission
Authority, or other personnel having diplomatic privileges and immunities.
