The first part is basically as Seldom juss seh, yuh kno, somewhere really outta di way it's a good ole-time Jamaican phrase probly from yuh great-granny days! 'moko-moko' is juss mi additional bit weh juss mean a fictional/pretend location somewhere...

But then me still hear people seh 'Yuh mussi cum fram Moko', as in some remote place in country weh no light nor nutten no deh!!
