Folks, <span style="text-decoration: underline">this is not based on a personal situation</span>, but thought I should get some perspectives here...
So the busty and attractive girl in the office finds the new supervisor (who is married) attractive.
She puts it out to him privately but in no uncertain terms that he can get some, but he flat out refused.
After the offer and refusal happened in private, since then she suggests it was he who propositioned her and is considering to report him to management.
Other men in the office have been known to have thrown their hats in the ring with no success, so it is unlikely that he would be believed in a he-said-she-said.
The man is good at what he does, gets along great with everyone so far, is making a decent income from the job, and has no other reason to leave.
<span style="font-style: italic"><span style="font-weight: bold">What do you suggest he do?</span></span>
(Additional thing to throw on the fire - he is Caucasian, she is a woman of color... and does that matter in the discussion?)
