Unfortunately, this is somewhat common in some circles. Heard many stories of men passing having indiscriminate, not safe sex after they found out they have HIV and not disclosing it to their various partners. (they have a name for that but it escapes me for the moment...gift giving sex or some ish like that)

And should she have insisted that they both be tested for STIs AND that they use condoms before doing the dirty?

What you need to be scared of isn't HIV, what you need to fear is men who don't care about you and who are dishonest. If somebody cares for you, he will look after his own sexual health and he will share the responsibility for yours. He will not lie to you. But is one ever sure? You have to look after you, and that means (in part, anyway) condoms every single time.
