i think that guy is bald and is doing the wrap over

he's bring hair from the back over his bald head and making those tendrils in the front

it's probably his hair in the back making the ponytail

most of the guys i know that go "bozo the clown bald" have hair in the back - look how long donald trump wears his hair in the back - it's almost a mullet
