This is the normal sociological evolution when such a large percentage of any jurisdiction have no stake in it. They have no job, no money, no recognition and no hope. That Is the identical situation on most colonial and former colonial countries. The economy may be booming, but they have no benefit from it. because the country does not make sure they are prepared for the jobs in the country. they rather import already trained workers.
It is cheaper,on the one hand. But cost more to keep them in prison. As a result their was no motivation to catch amd imprison them all thi while. so Now that they are seeingit flow over to the white community,.
They decide to publish it. it has beeen ther for quite a while.
