Caribbean nations have submitted proposals to Britain for changes to the UK's controversial air passenger duty. The Caribbean Tourism Organisation recommends a re-banding of the tax - to remove what it says are unfair charges on long distance destinations.Rather than four distance-based bands, the CTO wants two rates - with the intention of shifting some of the burden onto Europe.It believes this will create a more equitable system, while not harming British revenue.A big increase in the duty took effect this month.The CTO said that British visitors to the Caribbean from the UK are declining, while those from other countries have been increasing.
