Homicide detectives have laid charges against an inmate of the Tower Street Adult Correctional Centre who they claim has orchestrated and ordered the killing of two women and a policeman from behind bars. The inmate, Michael McLean, has been in custody since 2006 for the killing of a St. Thomas family, including four children.According to Assistant Commissioner of Police (ACP) Les Green, Head of the Criminal Investigation Branch, a cellular phone seized from the prisoner helped investigators to solve the case.McLean has also been charged for the shooting death of police Constable Otis Barrett of the Mobile Reserve Unit, who was shot and killed in Rose Hall, Linstead, St. Catherine on September 19.He is also charged for the killing of Evian Marsden and Michelle Fisher, 18, of Western Park in Clarendon, who were killed execution style on Pennant Terrace off Red Hills Road in Kingston on October 25."Constable Barrett was the house belonging to Miss Marsden in Linstead when he was killed and we believe that there is a connection between his death and the death of the two women. As a result of the investigations jointly conducted by the Major Investigation Task Force and the St. Catherine North Police, we were able to identify the use of a cell phone which was recovered in the custody of Mr. McLean," ACP Green told RJR News.ACP Green said Miss Marsden had visited McLean at the prison following Constable Barrett's killing.McLean was charged in 2006 for the killing of six people in St.Thomas.Prosecutors say he went on the rampage on February 26, 2006 and killed Patrice Martin-McCool, 30 and her children, five year old Jihad McCool, two year old Shane Chin, seven year old Lloyd McCool and nine year old Jessie Ogilvie. Mrs. Martin-McCool and three of the children were found with their throats slashed on the Prospect Beach in St. Thomas. McLean is currently serving three years in jail following his conviction on a sex offence.Prisoners ordering hitsMeanwhile, ACP Green said there is growing concern among the Police High Command of gang leaders placed behind bars using cellular phones to order the killing of persons from of their cells.He said the police have been working with the Correctional Service Department to stop the flow of cellular phones into the hands of inmates in the maximum security facilities and the lock-ups."We know that we've had breaches in the lock ups run by the police and the Department of Correctional for a number of years. This is an immense challenge worldwide and particular so in Jamaica. We have previously used scanners but they have not been successful, and we are seeking to bring in more effective scanning equipment. But we have been working with the Correctional Department which is as intent as we are to stamping this out but certainly, this aspects seem to have been arranged from behind bars," ACP Green told RJR News.
