The Kingston and St. Andrew Corporation (KSAC) is taking steps to regularise handcart operators who transport goods in the Downtown Kingston area. The police have had problems with the handcart operators as they contribute to traffic and congestion problems in the busy market district.However this may soon be a thing of the past as according to Mayor of Kingston Desmond McKenzie some order will be put to their operations. He says this involves the registering of all the carts."We met with them, they are registered and they will only be registered to operate within a prescribed area. The operators of the carts will wear the registration and the cart will be marked. So for instance if you operate in Coronation Market you will have either a blue marker or yellow marker to identify where you operate and how you operate," Mayor McKenzie said.He added that the handcart operators have agreed to paying a yearly fee for registration.
