The Office of Utilities Regulation (OUR) has warned of dire consequences if there is a delay in Jamaica acquiring an additional 480 megawatts of generating capacity. The agency has issued a request for proposals to provide the country with increased electricity but it says any setback will be detrimental to the national interest resulting in Jamaica continuing to seek emergency capacity at a higher cost.The OUR says power outages and high electricity costs are a direct consequence of insufficient generation capacity resulting from the lack of implementation of least cost expansion plans.It explained that new generation capacity was added on an emergency basis after power outages started or were imminent but the quick fixes resulted in an inappropriate mix of high cost diesel fuelled power plants.According to the OUR, these plants are not suited for continuous operation.The OUR has determined that base load plants totaling 292 megawatts currently in operation have outlived their economic lives.It went on to state that during the past 34 to 42 years they have been rehabilitated, refurbished and re-powered on a number of occasions but must now be displaced in the interest of the security of supply and cost considerations.
