Members of Parliament's Public Accounts Committee (PAC) have accused the Island Traffic Authority of short-changing motor vehicle owners. During yesterday's sitting of the PAC, it was revealed that the authority has been issuing certificate of fitness for a period of 18 months. However, the law stipulates that the certificates should be valid for 24 months. The head of the Island Traffic Authority Paul Clemetson sought to defend his agency. He says the regulations give the authority the ability to exercise discretion in certifying vehicles and that the 18 month-period is a long-standing practise. However, this explanation would not satisfy PAC member Dr Morais Guy. Dr Guy demanded to know why the fitness certificate was only valid for 18 months when the law stipulates that it should last for two years. He was supported by another committee member, Fitz Jackson who described the situation as an injustice to motorists.
