Minister of Water and Housing, Dr. Horace Chang, has announced that effective April 1, 2011, Mr. Albert C. Gordon will assume the position as President of the National Water Commission (NWC). Mr. Gordon who has been acting in this position since January of this year, is an Engineer and Management Consultant who, according to Dr. Chang " has extensive training and experience in public utilities particularly in the field of water and electricity".Mr. Gordon is also trained in the regulation of water utilities including policy and legal framework, service standards and tariffs. He has also worked as a private consultant for clients in Jamaica, the Caribbean and Africa on projects in the electricity, water and sewerage sectors.He has led negotiations with multi-lateral and commercial institutions to secure financing for major projects as well as negotiations with private contractors and developers for execution of major water projects.The new "President is expected to make a significant contribution to the efficiency and management of the National Water Commission" Dr. Chang noted.Prior to being appointed to act as President, Mr. Gordon served as Vice President, Project Administration from 2009- 2010 and between 1998 - 2004 he was Vice President, Corporate and Strategic Planning at the NWC.Mr. Gordon was selected as President from a job search conducted with the assistance of PriceWaterHouseCoopers and confirmed by the NWC Commissioners.
