Millionaire thieves - Samuda decries sand theft in Coral Springs

Minister of Industry, Investment and Commerce, Karl Samuda, yesterday rebuked those responsible for removing an estimated 500 truck-loads of sand from a property at Coral Spring, Trelawny.

The Island Special Constabulary Force (ISCF) is investigating the illegal sand mining at the beachfront property.

&quot;They're thieves and a thief is a thief is a thief,&quot; Samuda said. &quot;And if you're a little man trying to hustle and you steal, you're a thief. <span style="font-weight: bold">And you're a big multimillionaire and you steal, you must suffer the consequences,&quot; he warned.</span>

Consortium Felicitas Limited owns the 64 acres of Coral Spring property in Trelawny, which has been devastated within the last two to three weeks. Fredrik Moe, Felicitas managing director, said the land was prime real estate that attracted both local and overseas investors.

Testing of samples

Deputy commissioner of the Mining and Geology Division, Paul Henry, said a team went to the site yesterday to collect sand samples. These samples are to be taken back to a lab and tested. The make-up of the sand may be compared to other samples from other locations. If they match, the culprit may be caught.

Henry said the sample results should be out in a week.

Commander Rupert Rushton, of the ISCF rural operations, was on site and described the Coral Spring area as he saw it.

&quot;A section of the beach has been removed,&quot; he said.

No witnesses

Rushton said there were no witnesses and that the sand mining operation must have taken place at night. He was also unable to say when the sand was taken and when the official report had been made to the police.

According to James Golding, ISCF's deputy commandant in charge of metropolitan operations, it was unusual for sand to be taken from a beach.

&quot;Normally, we have people mining river sand,&quot; he said.

However, according to Diana McCaulay, chief executive of the Jamaica Environment Trust, the issue of stealing beach sand onthe north coast has been around fora long time and there are repercussions.

&quot;Any kind of bad weather will have a greater effect on a beach that has already been damaged than one that hasn't,&quot; McCaulay said. &quot;It can affect the whole stability of the beach.&quot;

I think Mr. Samuda should back off and leave this alone, don't bow to pressure from no Big Man to dip the GOJ mout into it, for all we know it might be an inside job one investor bilking another...let the police investigate it.

Dear Editor,
The theft of 500 truckloads of sand from a prime beachfront property at Coral Spring in Trelawny is a very simple case for the police to solve in less than 24 hours; even without much help from eyewitnesses and a police force operating at an efficiency of 10 per cent.

For instance, if 10 trucks were involved in the haulage of 500 loads of sand from the beach, then each truck would make an average of 50 trips. If we also assume that the maximum distance from the beach to the point of storage is 10 miles and the average time of 75 minutes was taken to travel 10 miles on these roads, then each truck would take about five days - assuming a 10-hour work day was employed.

Since nobody stopped/reported the destruction of the beach then we have to assume that nobody saw the operation and it was done at night, in the shortest possible time.

If we increase the number of trucks that were involved in the haulage, then 500 loads can be hauled overnight. But I don't believe that more than 10 trucks were used, therefore, we have to shorten the distance travelled by 10 or less trucks to put the sand storage within a very short distance to lessen the operating time.

Simple mathematical computation shows that the sand is within a quarter- to two-mile radius from the point of destruction.

I think this would be too difficult, unless there would be a proper dock for barges, but you never know I don't know what the area look like. Consider this article:

Some hotels, fearing implication in the alleged stealing of sand from a property owned by a group of local and international millionaires, have sought to distance themselves from what could become a big scandal.

The government has taken a special interest in the incident, vowing to find and expose those involved.

<span style="font-family: 'Arial Black'">Dennis Constanzo, vice-president of the United States-based Palmyra Hotel in Rosehall, Montego Bay, told the Sunday Herald that his development “ordered 6,000 cubic metres of sand from Bedrock Building &amp; Aggregates, but only 100 cubic metres was delivered.”</span>


Bedrock Building &amp; Aggregates was incorporated in November 2007, according to checks at the Companies Office of Jamaica. Its listed directors are Christopher Price of a Catherine Drive address in St Andrew, and Devon Sterling of a Dukaran Avenue address, also in St. Andrew.

<span style="font-family: 'Arial Black'">Constanzo said the sand that was ordered was to be used on Palmyra’s beach. But he said there was a hitch with the supplies, as “we had concerns with documentation presented by the supplier”.</span> The concerns were raised when the documents did not have the approval of the National Environment and Planning Agency (NEPA), the vice-president said, resulting in him contacting the agency.

A NEPA spokesperson confirmed that the matter was reported to them and they informed the police and the mining authorities.

The supplier, Constanzo said, was informed and he said he would retrieve the sand that had been supplied.

The sand was quarantined and is now on the hotel’s compound. The police have since visited the site, along with other government officials, and taken samples of the material.

“We are upset,” Constanzo said. “We went to the authorities seeking direction on how to handle this matter and to date we are still in the dark.”

Meantime, Palmyra is negotiating with the supplier to retrieve its deposit.
Public relations consultant, <span style="font-family: 'Arial Black'">Sonia Rickards, representing the Fiesta Group, said that company contracted with Bedrock to supply 20,000 cubic metres of marine sand for its beach.</span> The company should have delivered the product within 60 days, starting in April, but only 3,000 cubic meters was supplied.

“They breached the contract and the hotel had taken steps to sue them,” Rickards said.

<span style="font-family: 'Arial Black'">She said Fiesta was “willing to co-operate with the authorities” on the matter. </span>
Industry Minister, Karl Samuda, has been strident in his pronouncements on the recent theft of marine sand in Trelawny. He was quoted by the Daily Observer, owned by hotelier, Gordon “Butch” Stewart, whose son Adam and his sister Jaime Stewart-McConnel, are among the owners of the property from where the sand was stolen, that “someone with the wherewithal in the tourism sector carried out the theft”.

<span style="font-family: 'Arial Black'">However, both Rickards and Constanzo denied knowledge of the origin of the sand that was bought from Bedrock. Samuda has promised to expose big investors who comes here and violate the country’s laws.</span>

Wlliam Mahfood, Andrew Cocking, Andrew Issa, Donovan Perkins, Andrew Desnoes, Mark McConnell, Mark Mahfood, Tim Latimer and Lloyd Carney were among the group of local investors who planned to construct 36 six-star villas on the property located at Coral Spring in Trelawny, from where the sane was removed.
