He may have given us a break with Petro Caribe and we owe the Bolivar repulic alot economically more than the US IMHO. But every time there is a fall in the price of oil this issue of sovereignty comes up.... Every time guyana tries to exploit a potential resource this noise arises..
I wager if the Guyanese strikes oil they would invade to distract from their own economic woes...
I will come as no surprise that the only guarantee of the Guyanese sovernity is the US disdain for the regime in Caracas... look up the attempt by Venezuela to take over part of Trinidads waters...

Guyana to Venezuela: Don't interfere with oil rig
Published March 02, 2015EFE
Guyana's government has issued a warning to Venezuela to refrain from interfering in offshore oil exploration efforts in contested waters.
"The Ministry of Foreign Affairs has requested that the Government of the Bolivarian Republic of Venezuela desist from taking any actions that could only result in the stymieing of the development of Guyana and its people and that would be in contravention of international law," the Guyanese government said in a statement.
The warning follows communication from Venezuela's Foreign Ministry to an Exxon Mobil Corp. subsidiary objecting to the deployment of an oil rig in waters Venezuela claims as its own.
Exxon Mobil plans to invest $200 million in exploratory drilling off Guyana in the Liza field, which is part of the Stabroek Block.
The Deep Water Champion platform has already left the United States for Guyana, where it is expected to begin work in mid-March.
Guyana says it has informed the 15-nation Caribbean Community, the Union of South American Nations, the Organization of American States, the Commonwealth and the United Nations "about this recent action by Venezuela."
The spat over the oil rig is part of the century-old quarrel over Essequibo, a resource-rich area of 167,839 sq. kilometers (64,800 sq. miles) administered by Guyana but claimed by Venezuela.
In October 2013, Venezuela seized an oil-exploration vessel operating in Essequibo coastal waters under a concession from Guyana. EFE
