As the piece suggests, there is a division between "followers" of both major parties, and within the "leadership" of both AS WELL, WHICH WOULD SEEM TO BE THE DETERMINING FACTOR THAT DECIDES HOW SCARCE RESOURCES ARE ALLOCATED, AND IN SO DOING.. people's civil rights are stifled because they might prefer another party over the one in power..
