As soon as the country's GDP affords the tax base to produce and support services in the hospitals comparable to that of developed countries,and have an income base to support the health insurance system of the developed countries, I expect the level of service to be comparable.

many people expect to go to Jamaica and recieve services for free,in hospitals that is equal to services in the hospitals in the USA that charge US$2,000 pernight,with aditional charges for every other service including bandages.
I am not saying that the hospital should not have appropriate equipment to offer it's services.
I am not saying that the equipment should not be regurly serviced to maintain it's reliable function,but it takes people who must be paid to do all these repairs and service,and it takes money to buy the replacement parts,and sometimes,the taxes is not sufficient to do it. That is why ther is insurance system to pay for hospital services in the USA and many hospitals still go bankrupt every year.
