The problem is not simply, in the Police Force. The problem is directly related to Governance and the corrupt politics of Jamaica.
Every institution, every beauracy, every agency of the GOJ have been politicized and corrupted.
A Police Force cannot be so corrupt, for so long without the tacit or direct support in its corruption.
The Politics of Jamaica requires a corrupt Police Force willing to carry out the bidding of the Leadership, without an independent investigative body nothing will get done.

Again I say the Diaspora has an important role to play in putting an end to the status quo.

Derrick Smith, Opposition Spokesman on National Security, responding to startling revelations of corrupt deeds practised by a member of the Jamaica Constabulary Force (JCF) who confessed in an article published in The Sunday Gleaner, has said the force needs to send a strong signal in its fight against corrupt cops by targeting senior officers who are engaged in the practice.

While commending the Professional Standards Branch (PSB), the arm of the force charged with responsibility for tackling corruption in the JCF, for a good start in pursuing corrupt policemen and women, Mr. Smith said the unit, however, had not been able to charge or have dismissed one senior police officer.

Disappointed

"To my sure knowledge, corruption runs from the bottom almost to the top. I am so disappointed that the Office of Professional Responsibility has not been able make an example of one of those corrupt officers by having one identified, fingered, charged and dismissed," Smith said in an interview with The Gleaner yesterday.

Headlined: 'Confession of a corrupt cop', the story published on Sunday gave a detailed account of devious practices of a member of the force who also exposed some shady activities carried out by his colleagues to enrich themselves.

Since its publication on Sunday, this paper has had an overwhelming response from concerned members of the public through letters and telephone calls, raising alarm about the alleged occurrences and the depth of the corruption in the JCF.

Mr. Smith said he was not jolted by the confession, noting that corruption in the force flourished because some persons continued to feed the practice.

He said "weeding out corruption in the police force" would be a major policy position of a Jamaica Labour Party administration.

Admitting that it was a difficult problem to solve because of the 'code of silence' among JCF members, Mr. Smith insisted that changes had to be made.

Meanwhile, communications consultant with the JCF, Karl Angel, has restated the force's commitment to rid the organisation of corruption. He pointed out that on more than one occasion, Commissioner of Police Lucius Thomas had made public utterances about the problem and efforts made to deal with the problem.

Mr. Angel explained that Commissioner Thomas had introduced the PSB, headed by Deputy Commissioner of Police Novlette Grant, which has made several breakthroughs in arresting police who dabbled in corruption.

He made it clear that the force would leave no stones unturned in its drive to clean up the JCF of corrupt personnel, and would target corruption at whatever level in the organisation.

Last year Commissioner Thomas made a stunning disclosure that criminality was rampant in the JCF. He charged that it was not only rank-and- file personnel but that it goes as far up as the officer corps.

Speaking at the Police Federation's 62nd annual general conference on May 31, 2005 in Montego Bay, St. James, Mr. Thomas charged that police personnel were selling ammunition to criminals and that some were even using the service vehicles to transport illegal drugs.

Opposition Senator Colonel Trevor MacMillan recently called for whistle-blower legislation for the police force to weed out corrupt cops, arguing that the elimination of corruption in the JCF would go a far way in solving the problem of crime in Jamaica.

Col. MacMillan, a former commissioner of police, said that members who came forward with information on their colleagues were routinely intimidated and victimised.

He suggested that under the whistle-blower legislation, a unit could be set up in the Office of the Director of Public Prosecutions to handle disclosures and carry out investigations.

On Christmas Eve, The Sunday Gleaner published the true, mind-boggling and stomach-churning confession of a rogue cop attached to the Jamaica Constabulary Force. His shocking, real descriptions of the level of corruption in our small force cemented in the minds of many of our readers a reality that was always known, but never so blatantly admitted by those who live the story - the police. Today we publish some of those letters from, you our readers, in response to that policeman's deep dark tale.

It is now 2:25 in the morning and as I read the article I realised that there are more corrupt cops than I had ever imagined. I believe that this cop's conscience has got the better of him. It is plaguing him like the devil's fork. While I applaud him for speaking out, he has just confirmed what the public already experienced and confirmed. The question is, how do we get these corrupt cops to bring to justice? But can we, when there are corrupt judges and politicians who also need to confess? I applaud you for publishing this story.

I wonder. I just wonder if this person gave this statement on his own or was he forced to. We all know that this and more was and still is going on in the force. I wasn't shocked by this, I was just amazed that it took so long to be told. A revelation that even after reading it I remain frozen in my seat shaking my head.

I'm happy to know that someone could have eventually come clean and I do hope that it will force others to tell their side. We all know that the police receive good training at the academy and we all know that such training was all an illusion in comparison to what goes on on the street. I would say thank you to the cop that came clean and I'll be watching out for more who decide to "confess", especially those who have assumed a new relationship with Jesus Christ and still remain silent (shame on you). A lot (and I say it again), a lot of innocent people have been murdered by members of the force and I do know a few who suffered at their hands and nothing came out of it. Why? Because the force is filled with some cops that are so unprofessional and corrupt that you wonder if there's a difference between them and criminals out there.

I ran away from Jamaica because I was robbed and raped and the police superintendent was paid to drop all charges against the boys responsible. I have always suspected that many many many Jamaican cops are dirty in many ways, but I did not know it ran so deeply and that this 'game' was so strategic and actually involved high ranking cops.

Undoubtedly, this is just one of possibly hundreds of similar or worse stories that police officers in Jamaica could tell or may tell if and when guilt begins to burden them. My question is this : "With this kind of policing, will we ever get the upper hand on crime in Jamaica? Even a little bit?" I have no idea. What a disgrace that those who should be fighting crime are the criminals.

It almost feels like a hopeless case. Poor Jamaica. So great yet so troubled. Poor Jamaica. So awesome yet messed up by the cousins of crime and greed and their other detestable siblings.

I would hope that by his giving an insight into the corruption in the force, it would hit a nerve, a conscience. Only, I know only too well that that may be virtually impossible as these officers may have already had their consciences seared with a hot iron.

What will we do? As for me, I feel I can only do one thing. I will continue to pray for Jamaica, as it is home and will always be.

You need to do some follow-ups, perhaps in other spheres of society such as insurance, banking etc. This is what a national paper is supposed to be doing and leave the politics aside for a bit. This article is a small yet positive step in exposing the many criminals who work for the JCF. My husband was a victim of some licenced "gunmen" who work for the JCF. Perhaps if more officers would take a moral and honest stand against their fellow corrupted colleagues, less innocent people would be murdered in your country by the JCF every year.

Although it may seem like everyday news to some citizens of your country, my family and friends in Canada were shocked and appalled at the murders your police force get away with and the fact that most are never investigated by the BSI. I read the article that was published in The Sunday Gleaner. If this is what is happening in the Jamaican Police Force I think these people or so called cops should be punished. We need prisons to be built in the isolated mountains of the Cockpit Country. These rogue cops, they are murderers, thugs, they have a rat mind and a puss intention.

These people will never maintain law and order for a society that is overrun by dishonesty, criminal activities and most of all people in authority committing these crimes. I wonder if there is anyone in Jamaica or abroad who would attempt to dispute for one minute or second that the police force is rife with corruption, from the top to the bottom. Remember now that those at the top who are speaking out against corruption (half-heartedly I might add), were themselves trendsetters. Look at the way police officers live, the cars that they drive, and the lifestyle that they lead.

It amounts to the old adage of the old-boys network, dogs do not eat dogs. Then again, what can the poor Jamaican people do. The policy-makers and enforcers have left the people in a catch 22: "If they do, they are damned, they are damned if they don't". Heaven help us!

Why am I not surprised. In this neck of the woods where I am it is common place to hear the confessions of those policemen and women who've escaped the force and are feeling that they're in safe heaven so they feel free to chat.

I've been saying this for years and 'mi naah stop seh so' - the police are the root cause of Jamaica's crime problem. I rest this blame squarely at the feet of cops, trust me. Had policemen and women not become so corrupt and prostituted themselves, the country would be a better place today.

I read with disgust a story carried in The Sunday Gleaner of December 24 headlined "Confession of a corrupt cop - Police officer comes clean", and must admit that it killed every spirit of Christmas that was in me.

News of corruption in the Jamaica Constabulary Force is not new to me, however, I am appalled at the extent to which corruption is entrenched in the force according to the story. I am not going to ignore the fact that our law enforcement officers are underpaid, but I cannot blame corruption on poverty but rather covetousness, greed and lack of moral values. Corrupt cops will not stop when they have enough, as the more they get is the more they want.

I also disagree with the title of the story "Police officer comes clean". If the corrupt cop who has confessed really wants to be clean I now invite him to repent and clear the names of all those innocent victims of police shootings who are gone down as criminals with "sweeties" planted on them.

Not surprisingly, there has already been significant response to The Sunday Gleaner's publication of a policeman's first-hand account of his corruption, over many years, in several divisions of the constabulary. There, apparently, is a deep sense of astonishment.

Our surprise is that so many people are surprised by this anonymous policeman's 'revelations'. Apparently they have not been listening; or if they have, have been too naïve to believe. For this cop has hardly broken new ground and neither is there an apparent context to his partial speaking out. There is strong anecdotal evidence of deep and widespread corruption in the Jamaica Constabulary Force (JCF), a problem that has been acknowledged by the current police chief, Lucius Thomas, and his predecessor, Francis Forbes.

However, decades of corrosion aren't easily cleared, as Mr. Thomas admitted in a speech to a service club this past October when he listed internal corruption as one of the two major issues facing the police force - after a shortage of resources. A year earlier, Mr. Thomas had confronted cops directly about this dishonesty in an address to the Police Federation.

But while we appreciated his frankness about the problem and his call for citizens' help in breaking the back of police corruption, we disagree with his ranking of it among the issues troubling the constabulary. For no amount of resources, alone, will lead to a better police force and a sustainable reduction in crime in the country, if the core of the constabulary suffers from dry rot and the vermin continue to eat away at the foundation.

Mr. Thomas is, of course, correct. Cops do not offer themselves graft and citizens have a responsibility not to offer and to resist, as well as report dishonest cops when solicited for bribes. However, even as citizens fulfil their part, the far greater responsibility lies with the leadership of the constabulary. It has to be singularly aggressive in the effort to weed out the corrupt. In other words, Mr. Thomas must not only talk about the problem, but relentlessly go about building a culture against corruption and forge an alliance in this regard from all ranks.

He has to be willing to take risks. For instance, four years ago, a national task force on crime suggested that up to 50 per cent of the officer corps of the constabulary should be weeded out to make room for younger, bright officers with fresh ideas. And nearly two years ago, as Mr. Forbes prepared to step down, he invited officers in his age group or with similar length of service, and would therefore be eligible, to opt for early retirement. This, too, would make way for fresh thinking at the top.

Some of these things have happened, but not aggressively enough. Mr. Thomas must begin to press, publicly, for some of these cops to go. He should also begin, with the appropriate investigative help, to finger the corrupt cops and begin, as publicly as possible, to drive them out of the force. He must also openly campaign for legislative changes to make it easier for the police chief, like other chief executive officers, to fire line employees and managers who do not perform up to par or are dishonest. Doing these things openly will build public confidence.

The policeman who has written of his own corruption, if he is serious about atonement and renewal of the constabulary, can come clean by identifying himself and naming names, even on the basis of immunity from prosecution.

More than any other Jamaican entity the Jamaican Media is caught in this trap of blaming the police and looking to the police and the ordinary Jamaican Citizen to fight what is essentially Government corruption.

All its prescriptions all its solution in the Gleaner's Editorial above speaks to the Police and Citizens, while never mentioning the GOJ, except pointing to studies, recommendations of yore and highlighting the need for more resources.

I am sure the Gleaner is well aware that no less than the former Prime Minister, the former Commissioner and lately ACP Les Green have told us that the Jamaican Police Force is corrupt.
Here the Gleaner skirts the real issue and seems to be more wanting to pat itself on the back for its revelations, offers a few palliatives, while letting the GOJ off the hook.

Again I say or if I never said it before it is good to hear the stories, it is good to post the stories, it is good to discuss the stories, but we have to help our Jamaican brothers and sisters to come to the place where they have a functioning democracy, with State Institutions that they can trust.

Yes,I do agree,it is good to hear the stories,and to know that the issue is being brought out into the spotlight so that it can be aired,and discussed by ordinary Jamaicans.

However,as one of the writers above said,corruption *is* Jamaica,corruption permeates all echelons of Jamaican society,and for the most part is recognised as what makes the country ticks,corruption is institutionalised not only in the JCF,but throughout Jamaican society as a whole,....that is simply how de ting set.
I will also stick my head out and suggest that most of the corruption stems from poverty,and general low wage in civil service occupations,I am not cordoning it,but it is generally accepted that if you can get away with screwing the system then do so,regardless of which occupation you are in,and I would imagine there are very few police men who,given their low wage,and relative power over ordinary citizens,wouldnt be tempted to enter into the same culture of corruption followed by generations of coppers from time immorial.

How do you propose that we help our Jamaican brothers and sisters come to the place where they have a functioning democracy,it seems to me that we do have a functioning democracy,albeit one that is corrupt.

With all due respect I think you are looking @ the same corruption that the Gleaner is looking @. The one define by the eat a food, feed mi hungry belly pickney, buy a decent Uniform Trousers/Skirt corruption.

I am talking about Systemic Corruption the type defined by PJoke Patterson when he said <font color="red">The fight for scarce benefits and political spoils has contributed to a polarized society in which we operate as hostile tribes which seem to be perpetually at war rather than working together to realize a common goal P.J. Patterson, Promoting Better Values and Attitudes, 1994, p. 4.</font>
The kind that diverts the public purse into spending millions of dollars on boondoggle schemes designed to perpetuate yourself/party in power.
The results can be seen where Special Squads are formed to eliminate certain enemies. The kind that knowingly allows the falsification of the Stats to produced a certain results.

Simple! I haven't read it yet to see who and who actrully fired a missive off or the results of such a letter, but read the post on Dafur, it exhorts us to write to our Congressmen...(Women, as well...I think?)!
If that was going to say Dafur, whose Democracy or lack thereof is in an even worse shape than ours, well shouldn't we derive greater benefits from such a move?
This is not a joke, I had proposed similar approaches before as well a more radical ones. No response! The Diaspora have a very powerful weapon, we can turn the spotlight on Jamaica like now one else can.
We can work from here through the media, through the political and quasi-political in Jamaica and other jurisdictions.

The bottom line is...we are not powerless!

I will also stick my head out and suggest that most of the corruption stems from poverty,and general low wage in civil service occupations,I am not cordoning it,but it is generally accepted that if you can get away with screwing the system then do so,regardless of which occupation you are in,and I would imagine there are very few police men who,given their low wage,and relative power over ordinary citizens,wouldnt be tempted to enter into the same culture of corruption followed by generations of coppers from time immorial.

With all due respect I think you are looking @ the same corruption that the Gleaner is looking @. The one define by the eat a food, feed mi hungry belly pickney, buy a decent Uniform Trousers/Skirt corruption.

I am talking about Systemic Corruption the type defined by PJoke Patterson when he said <font color="red">The fight for scarce benefits and political spoils has contributed to a polarized society in which we operate as hostile tribes which seem to be perpetually at war rather than working together to realize a common goal P.J. Patterson, Promoting Better Values and Attitudes, 1994, p. 4.</font>
The kind that diverts the public purse into spending millions of dollars on boondoggle schemes designed to perpetuate yourself/party in power.
The results can be seen where Special Squads are formed to eliminate certain enemies. The kind that knowingly allows the falsification of the Stats to produced a certain results.

Simple! I haven't read it yet to see who and who actrully fired a missive off or the results of such a letter, but read the post on Dafur, it exhorts us to write to our Congressmen...(Women, as well...I think?)!
If that was going to say Dafur, whose Democracy or lack thereof is in an even worse shape than ours, well shouldn't we derive greater benefits from such a move?
This is not a joke, I had proposed similar approaches before as well a more radical ones. No response! The Diaspora have a very powerful weapon, we can turn the spotlight on Jamaica like now one else can.

We can work from here through the media, through the political and quasi-political in Jamaica and other jurisdictions. !

Good question.... but if they do they must feel good, because with 10K members on a BB it seems like on one, two or three souls are willing to talk about changes in Jamaica above the superficial.

They will see that each of us or most of us have not yet moved from mere self-interests to enlightened self-interests. We are all willing to play the Internet Jamaican far removed from daily grind all we want is for crime to go down and US$90 Internet Flights, no penalties.

By March 2007, the Jamaica Constabulary Force (JCF) should complete a draft document on a new witness management programme to be introduced as part of efforts to provide greater security to both civilians and police who report on corruption in the Force.

Novlette Grant, assistant commissioner of police (ACP) in charge of the Professional Standards Branch (PSB), said yesterday that she could not provide details about the operations of the programme, but noted that this would provide greater confidence on the part of both civilians and police who wished to disclose information on corrupt cops.

Speaking against the background of the confessions of a corrupt policeman, published in The Sunday Gleaner, ACP Grant supported the call for whistle-blower legislation, noting that it was difficult to get members of the force to provide information about dishonest practices by their colleagues.

Possible consequences

She said members of the force have argued that there might be consequences if they blew the whistle on their colleagues.

"If he (a policeman) is to testify against a wrongdoer, there has to be some mechanism to protect his career and protect him from victimisation," Grant told The Gleaner.

ACP Grant said while her unit had received intelligence and was currently working on a number of leads to arrest corrupt police personnel, the challenge was to produce concrete evidence to charge and convict those allegedly involved in corruption.

She stressed that it was a "painful" process, from the collection of intelligence to the compilation of evidence, to arrest a policeman or woman who was alleged to be involved in shady deals.

In the last two years, the PSB has made a number of arrests in relation to police who have breached the Corruption Prevention Act.

Dr. Peter Phillips, Minister of National Security, said that while he was not averse to whistle-blower legislation, measures were now in place to protect persons who come forward with information on corrupt cops.

Protect anyone

"As it stands now, we can protect anyone who comes forward with information in relation to the JCF," he emphasised.

However, he argued that there was scope within the existing laws for the courts to act with dispatch to dispose of cases that were languishing before it. "In the meantime, there is always the risk that people who are guilty of corruption are forced to remain in the JCF and help further corrode the system," Dr. Phillips contended.

He said the Government had not shelved its plan to recruit someone from the international community with specific expertise in the area of anti-corruption to work with the police force.

Acknowledging that there was still a "very far way to go" in tackling corruption in the police force, Dr. Phillips said the Government would, in the new year, review legislation governing the operations of the Police Services Commission as it seeks to find more effective ways of dealing with issues of corrupt behaviour in the force.

"We will never as a country establish the kind of trust that we need to establish between the population and law enforcement authorities unless the public can be assured of the integrity of the law enforcement authorities," he added.
