Jamaica to recruit one more foreign cop

The search will begin next week for a senior overseas cop who will be responsible for weeding corrupt members from the Jamaica Constabulary Force (JCF).

RJR News understands that the post of Assistant Commissioner of Police in Charge of Corruption will be advertised next week.

Applications will be sought from law enforcement officers in the US, Canada, United Kingdom and Australia.

The new ACP will join Deputy Commissioner in Charge of Crime Mark Shields, Assistant Commissioner Paul Robinson and Assistant Commissioner Les Green who were recruited from overseas to head key divisions in the JCF.

Dear Editor,

I am deeply concerned by Assistant Commissioner of Police Les Green's comments regarding the participation of Mandeville's attorneys in the Lyn abduction case and the media coverage given recently under the Sunday Observer's headline, "Mandeville lawyers shun suspects".

To be clear, if any lawyer wishes not to take a particular client or case, he is entitled to do so. Indeed, it may be a lawyer's duty to refuse a case if he is personally connected in some way. Initially, this is purely a subjective standard which may not be questioned by anyone, least of all a foreign policeman.

This notwithstanding, ACP Green claimed that Mandeville lawyers were refusing their services, when no one had been approached to take up representation for the accused. A logical mind might conclude that Mr Green's comments are merely pretext that the comments are designed to facilitate "forum-shopping" so that the case might be moved from Mandeville to Kingston to suit the purposes of the police.

I have previously supported the introduction of foreign expertise into the Jamaica Constabulary Force. However, I fear that those opposed to it have some valid point which ACP Green has unwittingly underscored. Perhaps it is Mr Green's lack of familiarity with the social landscape and Jamaican legal traditions which have contributed to his comments.

Very simply, whether in Jamaica or abroad, the police should know well enough to check the facts before issuing potentially libellous statements concerning the entire Mandeville Criminal Bar and impugning the character of good men. My colleagues and I are resolute that this matter should not rest until ACP Green does the decent thing by apologising for his remarks.

Seriously - one thing I noted in last week's partially published crime plan, was that authorities, if my memory serves, were going to make use of closed circuit television / cameras. I hope this happens. I think they said they were going to star to impliment this in Mobay. I'll have to go back and re read that article.

Having lived in England for a spell, I know how successful this tool can be.

I'm hoping, hoping ... watching to see if they follow thru with it.
