When you said it was" Menlie (sic) who started the borrowing train rolling" you seemed to be saying that all successive governments followed his example and therefore is still all Manley's fault.

It's too bad that the leaders who folowed Manley didn't have any better ideas or more to the point, any choice in the matter.
