The following is an excerpt from the Maxwell piece you posted:
"I expected, for instance, reading her speeches, that she would already have instituted the town meetings which would form the basis, we were told, of a new kind of national community planning, in which ordinary people would be able to make a difference.
Instead, it has been business as usual, and the carried forward Patterson style and legacy is stifling whatever life and spirit seemed to be left in an exhausted and demoralised people."
Those town meetings sound very similar to what exists in Cuba when the people of a given community all meet to nominate THEIR representative to the Municipal Assemblies-No political parties are allowed to be involved in the nominating process.
Venezuela is now setting up similar local councils to run in parallel with the existing parties in power. If all goes well these local councils will take over and make possible a far more democratic electoral process.
Something to think about even if Portia doesn't want to.
