I think Omar Davies makes a very good observation this time.
Workers in the glorified tourism sector are not being paid a living-wage.
In the past the tips/gratuities were collected by each individual and dispensed with as he or she sees fit. Now the Business collects it and supposedly disburses it evenly across the workforce.
The problem is the average employee does not/cannot save this sum towards retirement or housing, it 9 times out of 10 ends up in the pot or other current domestic outflows.
So GOJ is in a genuine dilemma and I am in agreement with the Unions, raise the basic pay of the workers. Of course it is hardly likely that the base pay will be set @ anywhere close to what is needed to solve the problem, simply because both the GOJ and the business owners cannot afford to price Jamaica out of the market.
Dr. Davies is therefore trying the lesser of all evils, just grab the tips before it reaches the worker.

we no almoss reach bottom now, if we a capture tips fi mek up budget which will go to repay loans whe no do notten fi increase jobs etc etc etc

Well the argument is that the increase of deductions from the employees’ emoluments will lead to an increase in benefits. Not a bad idea but given the history of Governments of Jamaica and their handling of statutory deductions it is wise to be skeptical.

TG, mi know seh mi sceptical bad but mi know if u memba wen govament did institute di housing truss deductions fi help poorer people get dem likkle 'box' house dem rich fren use fi get contract fi build....mi was still a yaad a go school...it neva mek employers gi dem helpers an ting more money...matta of fact, people did still a bawl seh dem helpa fi get set amount a money, paltry as it was...
why mi memba is cause mi modda neva tek di money from fi har workers money..she juss pay it separately wid har own, cause she seh deducting wud be a sin even doah it was giving hope...but dem wud starve in di mean time dem a hope...

The Housing Trust is a very good example of a scheme that in the main has not worked out for the poor in whose name it was supposedly created.
It was thought that many more Jamaicans would have followed your mom’s example and in lieu of a significant raise in base pay contributes instead to the housing trust.
Of course it did not quite pan out that way and worse some like the GOJ never bothered the pay over their share. Even if 100% of all contributions are handed of to the NHT is still does not get the majority of Jamaicans paying into the fund any closer to their own door key.
The GOJ rarely does anything for altruist reasons and even though I see what Dr. Davies is talking about, the current iteration of this PNP government is not to be trust with money, especially with poor peoples money.
