public sector fat cats. Since the mid-90's, benefits to senior staff increased while those below the level of director were restricted.

Some of those positions were created, ironically, for people who were otherwise not needed in other departments. Puzzling!
Usually, a department is headed by a director. But there can't be 75 departments there; I can't conceive of it.

What is even more unbelievable is that these things just fly under the radar, no questions asked, not even in the article. It is just mentioned as by the way....!

<span style="color: #660000">The Bank of Jamaica (BoJ) has spent close to $150 million in the last three years on motor vehicles for 40 of its 75 directors. At the same time, the central bank, which has a total staff complement of 492 at the end of February 2007, is paying out $41.6 million per annum in upkeep to the remaining 35 directors who opt not to be assigned a bank-owned vehicle. </span>
