It is true that majoeity of achools were free,but that exclude high schools.
There were one high school in every parish outside of the
corporate area, exept St elizabeth that had one boys and one
girls high achool,and St Thomas had no high school up to when michael Manley came to office.
There were also 4 technical high schools too,but that was it.
Every one of those high schools had tuition fees, in addition to having to pass common entrance or technical exams.
Believe me, the lack of school fees cause a lot of students to drop out.
The fees were low, but wss still beyond th eabillity of the
majority of parents at the time. You see the average income was
also very low.
So 'sweet mouth Michael' as you call him, did contributed
immensely to the completion of an education for quite a few professionals and businessmen/women of today.
