Trust me it does not work like that.
Ask the folks of Sadr City in Iraq, The Gaza Strip in the Middle East, The Gaza Strip in South St. Andrew, when night comes who protect them?
The State cannot protect these folks and in most instances is the aggressor, so the form an uneasy alliances with protectors who may or may not be killers of babies and old women.

I understand, but it's incredibly frustrating especially when kids become targets for settling scores.

A long time ago we here in the so-called Diaspora could have brought our influence to bear on the situation, as it is I don't what we can do but let the situation play itself out.

One had hopes that the new Administration would have had a plan coming in to at least fix the most fixable part of the problem, but with the first moves of Mr. Smith, something tells me we are in for more not less of this mess.

TG: If I recall correctly, one of the pledges of the new government was the resumption of carrying out the death penalty. Why was it suspended? Have you heard anything on it coming back lately? Do you think it would make any difference? (I have my doubts on the latter).

The Death Penalty is still on the books and the only reason why it was not carried in the long 18 years of the last Government is lack of Political Will.

Now to the Death Penalty itself, I don't how it can be fairly carried out or whether or not it would have any quantifiable/positive effects on the Jamaican situation.

If you look @ last Friday's or Saturday's Jamaica Observer you will notice see where two men were awarded Ja$13Mil each for false imprisonment. Both were convicted of murder and one spent 7 days on Death Row all because the police lied to convict them.

Secondly the police in Jamaica only clear up about 50% of all murders cases that are reported to them. To get men hanged you have to convicted them of murder, so it goes without saying that if hanging were resumed today, the murderers do not stop murdering, the police will only put 50% of them in the books. One thing I left out it, Cleared-Up in the Jamaican parlance does not mean a live person was brought in front of a judge. It means that you could be killed by the police, reported dead, migrated or someone told the police something about you in relation to the crime, but you have somehow manage to leave this world further reducing the possibility that you will available to the hangman.

The other part of the dynamics is the men sitting on Death Row are not killing people on the streets in Jamaica and even if they were it would paint a very dismal picture of Crime Prevention in Jamaica.

In my opinion Jamaican Injustice cannot be trusted to hang Jamaicans because of what obtains now. The Justice system needs to be overhauled before we can even think of such a dangerous move. However the laws are on the books and I would think if the GOJ wants to use it, nothing could stop them.
