I believe the program can work, if properly planned. However, I fear, the unintended consequence, as Wahalla mentioned. There are young men who entered the armed forces - police and JDF - simply to have what they believe to be a legitimate way of settling scores. I know two guys from high school who had that intention. I don't what happened to them both, I haven't seen them since the late 80s. It's entirely possible that this problem manifests itself in Jamaica's high incidence of police brutality.
