What is this administration going to do,spend the whole term on fraud alleged and suspected?
Yes we want the fraud to be investigated,but what about the running of the country? i am not hearing nothing abooput that.
Does it take all of the assets of this administration to investigate this? Or is that all they can do? I can remember Them spending an inordinate amount of their timeand resources search/looking for fraud. It is time to poresent the outline of the strattegies to mive the country. We really cant spend all the tiomeand rresources chasing what seem to be gone (if it is true that there is really fraud. I understand that they can't find th emoney to refund the parents contributions to the school fees,is it true?? </div></div>

<span style='font-size: 17pt'>MONEY belonging to imprisoned Matthews Lane area leader Donald 'Zekes' Phipps may be among, the millions stolen from the Ministry of Finance, where confiscated funds were being held. </span>

The Major Investigations Task Force has commenced an investigation into the theft of $17 million at the ministry. The monies were being held at the Financial Investigations Divison (FID) in the ministry. Monies which are the subject of criminal investigations are held by the FID as evidence until a determination is made by the court.

Assistant Commissioner of Police Les Green, who is heading the investigations, said that the probe began a few weeks ago but he was reluctant to state the stage of the investigations.

"I cannot say which money is missing," Mr. Green said, when asked if it were possible that some of the money belonging to Zekes had gone missing.

Phipps, who is serving a life sentence for double murder, is facing a charge of unlawful possession of money after a chest containing J$18 millon (including J$8 millon, US$152,000, CAN$3,000 and £9,000) was confiscated by police after a raid at his home in Highland Close, Havendale, in May 2005.

Phipps' attorney, Valerie Neita Robertson, yesterday expressed shock at the news. "... It's the first I'm hearing this. I'm surprised. I must tell Mr. Neita," (Churchill Neita, lead counsel) Robertson said. She informed The STAR that money belonging to two of her other clients, amounting to over $500,000, was also being held at the FID.

"That's the danger when you allow people to keep other people's money and you won't try the case," she said.

She, however, said that if the missing funds belong to her client it would not affect the case. "Not in terms of the principle of the law involved but it will affect the return of his money," she said.

Yesterday, Minister of Finance Audley Shaw said that the money went missing between August and October of this year.

"I have given instructions that the balance of the money be transferred to the Bank of Jamaica for safekeeping," Mr. Shaw told The STAR yesterday.

Former finance minister, Omar Davies, confirmed that he has heard about the funds going missing.

Mr. Davies, however, noted that "The minister does not have anything to do with the safekeeping of money. It is part of the FID's responsibility. They were retaining the cash as evidence."

Gov’t to beef up security at Financial Investigation Division

As the government rushes to plug the loophole which led to the theft of more than $17 million being held in evidence Special Advisor Colonel Trevor McMillan has been called in to improve security at the Financial Investigation Division.

Finance Minister Audley Shaw made the disclosure in an interview with RJR News Thursday night.

The Minister said action has also been taken to secure other funds being held in evidence.

"What I have had to do as an interim step because there were additional funds in the safe and I have ordered that it be moved to the Bank of Jamaica for safe keeping," said Mr. Shaw.

"I have also issued instructions to the head of the division that I am holding her personally responsible for what is in the safe and that she and she alone should have access to the safe,"

"In matters like that you have to be able to hold one person explicitly accountable and in circumstances where more than one person can have, what appeared to be unsupervised access then the potential for problems clearly exists as in this case," he said.

He said he was not pleased with the security system at the Financial Investigation Division, which is grossly understaffed.

In light of this Mr. Shaw said he has asked Colonel McMillan to make recommendations on how the department's security systems can be strengthened.

He says he expects a report in a few days.

The $17 million was seized from persons who are under investigation for financial crimes.

The fraud squad is investigating the theft.
