Most people in Jamaica and of Jamaican background have still not been able to face up and deal with the truth about our Country, the repressive nature of our State Agencies the un-civil war we call politics in Jamaica.

Even when they are free of the Island their mentality is one of continued self-denial.

I think I may have copied it I am not sure.

I mostly work in the bush, often for months without break (the latest was just a week). When working, either I do not have an internet connection, or have very limited access. At home, I log on most days.

Chen Chen to be charged for alleged role in Crawle shooting

Criminal charges are to be laid against Bassington Douglas otherwise called "Chen Chen" for his alleged role in the controversial Crawle Shooting in which four persons were shot dead.

Defence attorney Tom Tavares-Finson told RJR News Friday that his client will be charged with shooting at Members of the Crime Management Unit and will be taken before the May Pen Resident Magistrates Court early next week.

During an identification parade last week, Mr. Douglas, a reputed area leader, was pointed out by former members of the CMU, involved in the Crawle Shooting.

However, a second parade scheduled for Tuesday was aborted.

This after Mr. Tavares-Finson instructed Mr. Douglas not to participate in anymore identification parades.

Chen Chen who surrendered to the police last month has already been charged with one count of murder and two counts of shooting.

Members of the former CMU had reported that they had gone in search of Chen Chen when he and a group of men engaged them in a gun-battle in Crawle, Clarendon in May.

Four persons including two women were fatally shot in the incident.

But residents of Crawle claimed there was no shoot-out and that the four persons were killed in cold blood.

Arising from the controversy, Police Commissioner Francis Forbes disbanded the CMU and reassigned former head of the unit, Senior Superintendent Reneto Adams and members of his team.

Commissioner Forbes had asked Scotland Yard to assist the local police in the probe.
But the probe has not gone without controversy.
SSP Adams has made a report to the Police Public Complaints Authority,PPCA, alleging witness tampering.

SSP Adams claimed that overseas investigators were seeking to influence formers CMU members to change their statements.

It's being reported that one former member of the CMU has allegedly changed his statement after he was promised a visa and job abroad.

Director of Complaints and Investigation at the PPCA, Glen Morrison has confirmed that the PPCA was investigating the allegations submitted by SSP Adams and that statements have been collected.

The Police High Command has denied the allegations.

Chen Chen offered bail

Bassington Douglas otherwise called "Chen Chen", the alleged area leader implicated in the controversial Crawle shooting incident was offered bail Thursday when he appeared in the May Pen Criminal Court.

Bail was set at 800-thousand dollars.

The matter is set to be called up in the Gun Court in Kingston on September 18.

Mr. Douglas who surrendered to the police last month was charged on the weekend with illegal possession of a firearm and shooting at members of the Crime Management Unit, CMU, in Crawle in May.

Chen Chen who eluded the police for more than eight years before he surrendered, has already been charged with one count of murder and two counts of shootings by the Spanish Town Police.

He was charged in connection with the Crawle incident after he was pointed out on two identification parades by members of the former CMU.

Former head of the CMU, Senior Superintendent Reneto Adams and former members of the disbanded unit were present in Court Thursday morning.

DEPUTY COMMISSIONER Lucius Thomas, the man who manages the committee monitoring the investigations into the controversial Kraal shooting, said yesterday the police are now awaiting a forensic report out of London, to wrap up the investigation.

"I believe we should wrap up everything by mid-September," said DCP Thomas. He also confirmed that the ballistic report has been completed.

The forensic investigations involved the processing of a number of vital pieces of evidence that were taken from the premises in Kraal, Clarendon, where the four persons two men and two women were shot and killed by members of the Reneto Adams-led Crime Management Unit (CMU).

Reports are that the forensic investigations are being conducted by Scotland Yard detectives, some of whom have since returned to the United Kingdom, while others are still here completing their task.

The controversial killing took place on May 7. Reports are that members of the disbanded CMU had gone to Kraal, based on information that a group of gunmen were at a residence in the district.

It is alleged that on the arrival of the police, the gunmen opened fire, a shoot-out later ensued and when the dust cleared four persons were dead. Residents dismissed the police reports that there was any shoot-out. They said all four were killed in cold blood.

Since the shooting, at least two persons have been arrested and charged by the police with the incident at Kraal.

There is a famous Murder of civvies in Jamaica called the Green Bay Massacre.
When Officers of the Military intelligence Unit, when down to a Labourite Enclave in the then Prime Minister of Jamaica Michael Manlie constituency, they befriended about a dozen men most were Rastafarians, that were also members of the longtime Skull Gang which was aligned to the JLP.

They spent about two weeks with these men, promising them job and other things. When it was time to go the so-called jobs they loaded them up in vehicles and headed for Green Bay.

The long and short of it is that soldiers who were in hiding turned their machine guns (and in one case one Officer shot one of the survivors' friend in his head at point blank range killing him dead at the spot).

The then Minister of National Security, Dudley Thompson, said-

No Angels were killed at Green Bay.

. There was a trial the evidence was presented, the jury returned a not guilty verdict.

Don't hold your breath that Adams and his killers will be even charged, if charged tried, and if tried convicted of anything. Already the Police tactic is evident. They have charged two men, (who they claim was at the scene and escaped), that is all the Jamaican Public need. The Police have ensured that there will be enough sympathy, they have killed two gunmen, disposed of two gunwomen and now have two more gunmen in custody.

Recently the State admitted that the jury process is tainted, that there are many jurors who are simply professionals who turn up for work everyday doing Jury Duty.

This is Jamaica the State have become the enemy of ordinary Jamaicans. The State have failed to educate them, to care for them when they become wards, kill them when they gather on the corners, and the ones they cannot kill they lock away in prison to unspeakable horrors.

The problem is this is the State, but what of the people, the people seems not at all troubled by this...well at least not the ones in their gated communities, the one fortunate to escape the madness to foreign, the ones behind their computers, the ones sitting their church pews on Sundays, nor the ones fortunate to afford a call to the Talk-Shows.

Sometimes it gets out though...I was listening to a man talking about strapping bombs to himself and asking people to join him, and like the Martyrs of Palestine, target and blow up the Police, and even Gordon House. To create in his words, enough mayhem to mash up the Country.
The funny thing he was calling from the one of the most loyal and Famous PNP Garrisons, Arnett Gardens. The so called Concrete Jungle made famous in Bob Marley's Concrete Jungle, the lyrics of which was very telling then and even more so today.

PPCA completes probe into witness tampering re Kraal shooting

The Police Public Complaints Authority, PPCA, which was asked to probe allegations of witness tampering in the Kraal incident, has completed its probe and a file is to be submitted to the Director of Public Prosecutions.

Director of Complaints and Investigation at the PPCA, Glen Morrison who spearheaded the probe, told RJR News Thursday that the file will be submitted to the DPP next week for him to determine if there was witness tampering.

Sources told RJR News that if the DPP rules that there is evidence of witness tampering it could throw the Kraal probe into a tail spin.

The PPCA began its probe in July following complaints from the former head of the Crime Management Unit, CMU, Senior Superintendent Reneto Adams.

SSP Adams and some members of his former Unit who are now under investigation, gave statements to the PPCA, complaining that investigators assigned to probe the Kraal Shooting were offering promises to get former CMU members to change their statements.

The Senior Superintendent accused the investigators of misconduct and a breach of ethics.

SSP Adams pointed fingers at the overseas investigators from Scotland Yard who were bought in to conduct the investigation.

Former members of the CMU were particularly concerned that one former member of the Unit reportedly changed his story after he was offered a visa and a job overseas.

There were reports that civilian witnesses in Kraal, Clarendon, were also being influenced to give false statements on the incident.

Four persons including two women were fatally shot during an alleged exchange of fire between gunmen and former members of the CMU in May.

The incident has been embroiled in controversy as residents of Kraal claim there was no shoot-out.

Following the incident Police Commissioner Francis Forbes disbanded the CMU

Adams faces Kraal questions this week

SENIOR SUPT. Reneto Adams, who headed the disbanded Crime Management Unit (CMU), and members of his team, are to meet with 'local investigators' this week to respond to questions about their role in the controversial Kraal shootings.

But Adams in an interview yesterday, said he was not as willing to co-operate with the foreign investigators who are assisting with the investigation of the case.

"I have received a letter from ACP Dyer with regard to an interview this week. I will be making myself available to be interviewed by the local police, but I don't know anything about any Scotland Yard detectives," said the former CMU boss. "I don't believe I will be available to be questioned by any external agencies, or by anyone not made known and acceptable to me."

COMBINED TEAM

The London-based police had been called in by the Government to assist in probing the killings which generated much public criticism. The questioning is scheduled to run for several days, and will be done by a combined team of Jamaican and Scotland Yard detectives, says Deputy Commissioner Lucius Thomas, who is in charge of the Crime portfolio.

Asst. Commissioner Osbourne Dyer is the officer who is heading the investigation of the Kraal shootings which occurred in May and resulted in the deaths of two men and two women. DCP Thomas oversees the committee monitoring the investigations.

DCP Thomas said yesterday that the police were awaiting a forensic report from London to wrap up the probe.

"The investigation is still continuing; it's not before the DPP (Director of Public Prosecutions) as it has been rumoured. The file is still being put together, and is awaiting forensic evidence to complete it," he said.

HARD cop Reneto Adams and six of his men from the disbanded Crime Management Unit (CMU) yesterday snubbed a session at which they were to be interrogated by Jamaican and Scotland Yard detectives for the Crawle killings in May.

In letters to the investigating officer, Assistant Commissioner of Police Osbourne Dyer, lawyers for the group said that they would not attend any interviews involving the British police officers.

"They were informed that they were being investigated as suspects and in light of this will not be meeting with Scotland Yard to do any interviews, interrogation or question and answer," a source close to the group told the Observer yesterday.

However, there were suggestions at the weekend that at least two of Adams' former CMU colleagues were prepared to turn Crown witnesses, but this could not be confirmed.

Adams, a senior superintendent, has all along signalled that a boycott of any Scotland Yard interview would be his stance, especially after it emerged that he and his men could possibly face murder charges for the killing of four persons, including two women, in what was previously held to be a quiet Clarendon community.

The basis of Adams' position was his apparent sense of betrayal by the police force and the fact that officers from Scotland Yard, or England's Metropolitan Police, have no legal jurisdiction in Jamaica.

He and others have also claimed that their positions have been prejudiced by public officials, including police chief, Francis Forbes, security minister, Peter Phillips and Jamaica Labour Party parliamentarian, Pearnel Charles.

"After the incident Commissioner Forbes said he would not support policemen who go around and murder people Rambo-style," said a former CMU member. "Minister Phillips told a group of police graduands that they should not be judge, jury and executioner and Pearnel Charles called them cold-blooded murderers. In light of this, we are of the view that we have been highly prejudiced and did not attend (the interview)."

Established in 2000, on the back of a crime wave in Jamaica, Adams' CMU was to take on gangs, inner-city crime dons and what was then a growing incidence of car-jackings.

Colourful, talkative and with a penchant for the limelight, Adams and his CMU were soon involved in a spate of controversial shootings, including the March 2001 killing of seven youths in Braeton, Portmore, in what the police insisted was a gunfight.

Critics and human rights groups called the Braeton incident extra-judicial killings, although a coroner's inquest, by majority vote, held no one was criminally responsible for the deaths.

The relationship between Adams and his superiors continued to deteriorate and finally snapped after the Crawle case. The CMU members said they went in search of an alleged St Catherine hardcase, Bassington Douglas, also known as Chen Chen, who was wanted for murder and extortion.

According to the police's version of the incident, the CMU team came under fire from a small house in the area. They returned the fire and when the shooting ended they found four persons with gunshot wounds, including two women, one of whom was Chen Chen's girlfriend. The police said a shotgun and a pistol were recovered from the dead men.

However, people in the community claimed that there was not shoot-out and the occupants of the house were executed.

Under pressure from human rights critics, the police chief, Francis Forbes, assigned Dyer to head the probe in the killings and invited Scotland Yard to help, going over ground previously traversed by local police.

In the aftermath of Crawle, Forbes disbanded the CMU and assigned Adams to a desk job -- a decision that the former CMU head first learned of in the press. Adams has unsuccessfully attempted in court to overturn Forbes' decision.

According to highly-placed police sources, a full report from Scotland Yard detectives, apparently including forensic information from samples sent to Britain, should be ready by next week.

But it was not clear how this would be affected by yesterday's decision by Adams and his men not to meet with the investigators.

Despite the controversy Adams appears to have maintained his popularity that was apparent in earlier opinion polls.

There have been several public calls for his return to tackle a recent rise in killings, although Forbes has argued that there was no improvement in crime statistics during the life of the CMU.
