The popular crime fighter argued that while he is disappointed, he understands that there is a legal process and that he has to await the outcome of the court proceedings.

Controversial cop and former head of the dismantled Crime Management Unit (CMU), Senior Superintendent Renato Adams, has accused one of the Scotland Yard detectives being seconded here of unprofessional conduct and has suggested that the authorities refuse to accept him.

"That man has demonstrated corrupt conduct that is prejudicial to the Crawle investigation and he should not be brought here to advise the police how to conduct crime investigations," said Adams.
He said he had reported the British cop to the Police Public Complaints Authority (PPCA) which investigated the claims.

Retired High Court judge Lloyd Ellis, who heads the PPCA, confirmed that he had received the report.
"We have finished investigations and the file is in the hands of the DPP," Ellis told the Observer. He declined to say any more.

However, a source at the PPCA, who spoke on condition of anonymity, told the Observer that a statement was collected from the accused British policeman and the file referred to the DPP who returned it for further statement. This was done and returned to the DPP on July 19, 2004.

The Observer was unable to get a response from the DPP regarding the report. Scotland Yard detectives were called in to investigate the May 2003 killing of four persons in Crawle, Clarendon by members of the CMU.

The police claimed that the four were cut down in a shoot-out, but residents and local human rights groups have challenged the cops' story.

When the forensic investigations were complete, Adams and five other cops were charged with four counts of non-capital murder. They were offered $2 million bail, ordered to surrender their passports, keep away from Crawle, desist from interfering with witnesses, and report to the police.

The case against Adams and the five policemen will again come up for mention in the Home Circuit Court on April 14.
Last week, National Security Minister Dr Peter Phillips announced that Scotland Yard cops are being seconded to Jamaica to help local police under a security co-operation agreement between Jamaica and England.

As far as I know he is still on trial for the Crawle Murders.
The police high command issued a statement that {S}Adams was not participating in the Guardsman Robbery, that is despite the fact that the security guards themselves was the ones making the complaints, but that is Jamaica.

Date set for Kraal trial

Former Head of the disbanded Crime Management Unit, Senior Superintendent Reneto Adams, and five other policemen charged in connection with the 2003 Kraal shooting are to strand trial on September 19.

The trial date was set Thursday morning when the six appeared in the Home Circuit Court.

During Thursday morning's proceedings government prosecutors drew the ire of defence attorneys when they asked for more time to put their case together.

The prosecutors told the court that they were not ready as they were still awaiting documents from Scotland Yard detectives.

Prosecutor Jenice Nelson Brown said several outstanding statements and video recordings are yet to be served on the defence. But defence attorneys strongly opposed the application for an extension and insisted that a trial date be set.

The defence team said it is ready for trial since the policemen are facing hardships, having been suspended from their jobs.

Presiding Judge, Mr. Justice Courtney Day, agreed with the position of the defence and instructed the Crown to serve all the outstanding documents to the defence within six weeks.

Four persons including two women were controversially killed in a police operation in May 2003.

SSP Reneto Adams, the man at the centre of the Kraal case, has expressed disappointment that government prosecutors are seeking to delay his trial.

SSP Adams says he is anxious to have the matter tried since he has not committed any offence.

The senior superintendent, who has kept a low profile in recent times, says he wants to get the trial out of the way so he can return to the frontline to fight crime.

The crime fighter says he is disturbed by the level of violence and urged members of the police force to become more decisive in dealing with criminals wreaking havoc on the society.

Amnesty International, the global human rights group, says the ground is being prepared for the return of Senior Superintendent Reneto Adams to front-line duties, and has predicted that the controversial cop will not be found guilty of the Crawle murders when the case is tried in September.

"I think everyone knows that Mr Adams and his colleagues will be found not guilty in September just as (in the case of) the Braeton Seven. The ground is being prepared for his return to work," said Piers Bannister, the London-based researcher on Amnesty's North American/English-speaking Caribbean team.

On February 11 of this year, six police officers were freed of the March 2001 murder of seven young men at a home in Braeton, St Catherine.

The cops were members of Adams' now-disbanded Crime Management Unit (CMU) which, in May 2003, also carried out a raid aimed at catching an extortionist in Crawle, Clarendon. The CMU alleged at the time that they were fired upon from a house and returned the fire. Four persons, including two women, were killed.

The public outcry that followed led to investigations, which involved Britain's Scotland Yard. In the end, Adams and his men were arrested and charged. The case is now pending in the courts.

Bannister made the prediction about Adams' acquittal in an exchange of letters with the author of the Desmond Allen Interviews, published weekly in the Sunday Observer. The Amnesty official has frowned on a two-part interview with Adams that was carried in the Sunday Observer on June 5 and 12.

But Allen has defended the feature article on Adams and told Bannister that it was "fairly common practice in journalism everywhere, especially in the United States, to interview even convicted people serving time, when contact can be made".

Bannister conceded that Adams had a right to a fair trial, presumption of innocence, and freedom of expression, until Adams had been proven guilty, but raised other concerns about the article.

"My point was that your piece stated as fact that human rights groups have produced no evidence to substantiate our claims that Mr Adams has been involved in murders and this is simply not true, we have produced evidence. The reader is left to believe that we simply make claims that we cannot produce evidence for and this is not the case," Bannister said.

Allen countered that Adams had been exonerated in local inquiries and could not be labelled a murderer without being libeled.

Bannister, who spearheaded Amnesty's support for local human rights groups in the inquiry over the Braeton killings, did not give specific reasons for his claim that Adams and his men would be freed of the Crawle murders, or that the ground was being prepared for the controversial cop's return.

To support his point that the cops would not be convicted, the Amnesty official simply pointed to the organisation's website, telling Allen:

"You simply choose to ignore a long report giving much evidence."
Bannister also pointed to Jamaica's low conviction rate of police officers accused of unlawful killings, saying not one cop had been found guilty of unlawful killing in the last six years.

"I doubt you could find another country where that is true. The police in Jamaica are immune from effective prosecution and are allowed to carry out killings with impunity, even in blatant cases like Flankers.," he said.

In 2003, cops shot dead two men in Flankers, St James, in what was initially said to be a shoot-out. After it emerged that the men were in their 60s, the police eventually admitted that taxi driver David Bacchas and his passenger, David Brown, had been shot in error.

The case file is now back with the Director of Public Prosecution after Scotland Yard, which was asked to run tests on the guns used by the cops during the early morning shooting, completed its forensic report.

THE Jamaican Government is exploring what legal action can be taken against an Amnesty International official who argued, in Monday's Observer, that Reneto Adams - like other Jamaican lawmen before him - will be acquitted of murder.

The comments made by Piers Bannister, according to Justice Minister and Attorney-General A J Nicholson, amounted to contempt of court.

Said Nicholson: "This statement. purports to prophesy what the result of the trial will be and to assert, in effect, that this result will not only be a miscarriage of justice in itself but will be typical of the way in which certain categories of cases are dealt with by our judicial system."

He added: "This official would not have dared to make such a comment in England in respect of a case pending in their courts."

Bannister is the London-based researcher on Amnesty International's North American/English-speaking Caribbean team. His original comments were made in an exchange of emails with Desmond Allen, whose extensive interview with Adams was carried in the Sunday Observer on June 5 and 12. Bannister had argued that the ground was being prepared for Adams' return to front-line duties.

Adams, the former head of the now-disbanded Crime Management Unit, was given a desk job after he and other CMU members were charged with murder after a May 2003 shooting in Crawle, Clarendon, left two women and two men dead.

Bannister's comments, Nicholson said yesterday, were a " kind of broadside attack upon the integrity of the judicial system" and also threatened Adams' ability to get a fair trial.

Though there was "an absence of specific statutory enactment in Jamaica", the justice minister said, there is a remedy for this swipe at the country's judicial system at common law.

"I am therefore considering," Nicholson said, "along with the legal officers of the government, what steps may be taken in order to protect the good name of our country, its reputation for strict adherence to the rule of law and to prevent this kind of mischievous and damaging allegation being made in the future."
