As I said I know of persons who were regarded as Stateless.
Most because they refused to provide proper documents, others because they have had some traumatic experience(s) and others, who just fell through the cracks, even persons ostensibly living within the land of their birth.

Ask any persin who was unfortunate enough to get homeless,and drug addicted. about havuing papers?
He has finger print record. The federal government have their fingerprint/mug data base. urrespective of what one have fr document when they ehter prison. They only go by the finger print record.
His record should have his statistics.
