Late in the evening on September 30, 2013, the House Rules Committee Republicans changed the Rules of the House so that the ONLY Member allowed to call up the Senate's clean CR for a vote was Majority Leader Eric Cantor or his designee -- all but guaranteeing the government would shut down a few hours later and would stay shut down. Previously, any Member would have had the right to bring the CR up for a vote. Democracy has been suspended in the House of Representatives.

The House GOP's Little Rule Change That Guaranteed A Shutdown
In other words, if the House and Senate are gridlocked as they were on the eve of the shutdown, any motion from any member to end that gridlock should be allowed to proceed. Like, for example, a motion to vote on the Senate bill. That's how House Democrats read it.
But the House Rules Committee voted the night of Sept. 30 to change that rule for this specific bill. They added language dictating that any motion "may be offered only by the majority Leader or his designee."
So unless House Majority Leader Eric Cantor (R-VA) wanted the Senate spending bill to come to the floor, it wasn't going to happen. And it didn't.

Demcracy is alive and kicking back in t full throttle. The political parties impose their know it all members on the people. Why are we the people limited in choices to that only of those who the parties put up? We choose to sit back and let the GOP, the Democrats, the PNP and the JLP do their thing as if they are representing the real consensus.
