You have to ask yourself what is Tivoli Gardens? Tivoli Gardens and other garrison communities can be called "party communities". Within these "party communities",for their party loyalty the people do not receive any privileges such as a better education for kids or better jobs and better cultural life. They receive absolutely nothing of self-sustaining value.Worse than that, unemployment is extremely high and kids are under-educated. The people in these communities cannot make any progress with their lives.This is the perfect breeding ground for crime and violence.The Party "dons" and organised criminal gangs are created in these environments.They represent the "rule of law" or more precisely "the rule of the gun" and the mass of young people devoid of any possibility of legitimate work, a counter-culture of robbery, extortion,drugs,and other criminal activities is seen as the only, normal and preferred method of getting an income. And the more involved a person becomes the greater the financial rewards.The occasional so-called "community projects" brought by the politicians are mere sops.
With this as the immediate example, all efforts or thought especially for the young to progress becomes virtually impossible. Their lives are not their own and lacking social engagement outside of this existence, lacking education or a sense of morality and self-awareness, they are tormented souls who have become so accustomed to violence and death - value no life,including his own. The local politician who does not live amongst the garrison dwellers (and is only seen at election time or when there is trouble) is part of a system that uses these people and rely on their lack of awareness,ignorance and their blind loyalty based on that, to keep electing them.
The garrison dwellers are permanent victims of violence amongst themselves and violence by and towards the security forces. The garrisons are virtually abandoned to their own fate until something bad happens,usually death like what just happened in Tivoli. The only way for the garrisons to be dismantled is for the youth to become educated and aware, in order to create their own opportunities to socially engage outside the restricted zones of the garrisons. Who will facilitate this is another matter but one thing is certain,corrupt politicians who are accustomed to relying on the "party garrisons" to keep electing them will be the last to help their own voters break free of the garrison existence.
