Can access email but not internet?

Hello
I am posting this on someones' behalf.

They are able to send/receive email but not open any internet browsers?

I have asked for the operating systems, type of connectivity to the internet,antivirus software & updates, web browers used and requested they delete their temp internet files.

Will update this post with the info as it is received.
Are there any additional questions I should ask in order to help determine the problem?

IE: Go to Internet Options->Connections->LAN Settings and ensure none of the options are checked.
