I assume you are talking about the video kind, like the ones they use for satellite TV and not the kind they use for scanners, phones, etc?
A scrambler is electronics that a signal passes through that encodes it and makes it unintelligible before it goes on its way to the intended recipient. This in theory prevents anybody else in between that does not have the correct de-scrambler circuitry from being able to clearly view the signal if at all. The intended user, who has the correct de-scrambler can view the signal without any problem. Third parties sometimes reverse engineer the technology and duplicate or simulate the decoding that will allow them to also view the signal without permission or for free.
On this side of the the border, yes it is illegal to de-scramble di video. Di movie an cable industry made sure ah dat. Now, on your side ah di bawda, dem somewhat legal, but the USA companies ah put big pressure on unnu government fi change dat status. If mi memba correctly, some TV signals ova Canada is forbidden ground, while others, like most ah those coming from the USA, is like a free fi all open season pan dem. oh yeah, I don't know if this was addressed in the techni-graph up deh so but - can the government or sattelite providers keep track of whose got a descrambler and what they are watching??????

Well legally mi caa tell yuh weh fi buy it ova yah inna di USA. Yes dem hav whole heap ah place inna canada whe yuh caa get dem. Check wid dis boardie (mi PM yuh di name). Yes di merican wan wi wuk crass di bada an, visa versa. No, dem caa keep track dat way, das why dem send out signal periodically to knock out di unauthorized de-scramnllers cyads. Di ongle way dem wi hav an idea is fi look fi di satellite dish (if it sey for example, directv, dem noh sel it inna Canada) if ah plain dish yuh hav, dem ongle ah guess at it. Also if ah US resident use dem credit cyad dem caa track it dat way also, most ah dem deal wid cash. If it hav di name ah wan ah di legal wan (ova yah, or inna Can.) den dem noh kno. Fi mi own ova yah legal, it noh wut di risk fi get sued!Comment
