To tell you the truth I don't have no idea, Probley I just do it because very everyone I see play pool rub on the chalk.
I guest its for good luck or probley its thing to make the players look like they now what they doing.
Probley right person will come along to give you a good scientific answer.

I am not a pool player so, this is just a guess, but I think it has to do with eliminating the glossy surface, any greese or moisture that may be on the tip of the cue stick. If you have a slippery surface, then it is more likely that the stick will slide off the ball, especially when hit at an angle, which would cause it to not go in the direction you intended it to go. So in essence, the chalk provides you with a dull, dry, non-slip surface each time you chalk the cue stick.
