I get that too Derek, in fact I connect at anything between 33 and 44, never higher. The only thing that has worked for me is to try reconnecting and hope for a faster connection, but time of day seems to be a factor here. I thought it was because I live out in the woods and my phone connection is not so great. Last spring I had a lot of static on my line and couldn't even get connected!
I feel for ya, been there and done that. There really isnt much you can do about it. The problem is probably in the line quality from your home to your ISP. Background noise, static and distance all affect the quality of the connection you are able to connect at.
Once you go broadband you can never go back. But at least you are connecting up to 44k. I can remember my old c64 with a 300 baud modem....now that's slow!
There are some minor tweaks you can do but really, they wont make much of a difference for ya. I don't suggest wasting time with tweaking the modem, just take what speed ya get. Many of the programs I've seen are just adware that claim to speed up 56k connections, but in fact they just bombard ya with ads which actually slows ya down.
