Personally I use PhotoShop for all my graphics. There are so many plugins for it to do just about anything you can imagine. Its not free but you can get some older versions for a fair price. Try Ebay for a used copy and try to get at least version 5.5 or greater.
It is a fairly complicated program for users new to graphics but there are tons of free tutorials out there to learn from.
