Here's what I've found out about that:

10-4 Phones


The 10-4 handset is an “all-in-one” communication tool that provides you with Walkie-Talkie + Cellular phone + Data services.

10-4 walkie-talkie service differs from regular wireless phone services because it allows users to merely push a button to connect a call, rather than dialing a number and waiting for the call to connect. A user can talk with up to 5 other 10-4 subscribers at the same time.

10-4 operates on the CDMA 1X wireless network and achieves far greater coverage than legacy push-to-talk networks.
