The r is an division of the UWI that adds Jamaican data to certain GPS units. They do not do it to all makes. Since they don't have the software from all manufacturers. but it can be added to some GPS units for a fee.
There is a few posts on her about it too.

The guy that did it was the same one that developed the principles to calculate the geography of mars so that the mars rover could navigate.

My brother had his Garmin loaded at the UWI campus with 150,000 kilometres of Jamaican roads - I think that is three or more times more than what is on Jamaica's gas station road maps. He says that more roads are being added all the while and updates are available online.
