What I want to do is have picture ghosted in the backgroung with words pan top.

MS Publisner, Powerpoint, or Photoshop should do what you want.

You want to use their transparent or layer process.

I really prefer PhotoShop but that's just me. Just beware, once you start tinkering it becomes addictive lol. If you need help with any of the above products I suggest google. Just go type in "Photoshop Tutorial" and you will get thousands of sites with examples of how to do cool stuff.
