Help!!! My baby..erm...PC is sick

I noticed about 3 weeks ago that my PC has been having fevers on and off. Now I have to shut it down from the machine because windows keeps restarting when I do it. Right now I am in safe mode as I cannot run windows without it restarting. I notice that one of the fans not working. The fan by the power switch in the back to the top....on the inside the contents are encased in a metallic box.

Sys temp-was 104 now 96
cpu temp-was 118 now 116
cpu fan speed-4821 rpm
sys fan speed-0
power fan speed-0

Is the cause of the restarting the fan? What can I do to fix it.

Your description sounds like the Power Supply fan has gone bad, or a connection to it is open or not making good contact. That will also cause the symptoms that you have describes. You may need to replace the fan on the PS (that thing that you called a "metallic box").
