Well its not an easy thing to answer unless I can sit down at the macine and poke around but let me run ya through some basic's.
1) Update your anti-virus definitions and run a full scan
2) Update your anti-spyware definitions and run a full scan (Suggest Spybot, MS Anti Spyware, and Adaware)
3) Check what your Operating System is loading on boot up and clear out the garbage. (hit Start > Run and type in msconfig and hit enter. This will load a tabbed interface so select STARTUP and write down every program listed. Now take that list and go to http://www.sysinfo.org/startuplist.php and check what each of the program is and if its safe to uncheck. What this does is remove any junk programs from loading into resident memory when you boot up your computer, which free's memory and resources so your other applications run faster).
4) Run a defrag of your hard drive
5) Update your Operating System at Windows Update.
6) Upgrade to Firefox and download the latest version (Only use IE for Windows Update).
