You will need software that converts the video to m4v, MPEG-4, mp4 or H.264 formats. One that comes to mind is Quicktime Pro.
First you you need to get a dvd ripping program. After you have ripped the dvd you can use a program like Nero, Quicktime Pro, etc to convert to the format iPod wants. There are hundreds of other all-in-one programs out there that can do this for you, I just mentioned two of the common ones you may already have.
When you have converted the VOB files to say, .mp4, just add the videos to your iTunes library. Once you have it in iTunes, I assume that you know how to add it from there to your iPod?
