I don't know which is best, but I've tried a number of them and didn't care for the bloatedness. I eventually settled on the video editing tool that came with Nero 7, and I love it! Great menus too.

I like Adobe Premiere. It's not the most comprehensive video editing software out there but if you are already familiar with using Adobe products the learning curve will be much less of an issue.
