If you are looking directly within the city area (kgn & st.andrew) then I'll say Red Bones on Braemer Ave would be the place to check out.
Strawberry Hills as Pepper suggested is romantic. It would be a a day trip planned for not only enjoying the restaurant but maybe a night at the guest house. The nice thing about Strawberry Hills you will have a fun trip getting there, beautiful scenery, the grounds/settings of the place, the restaurant, their food is great and maybe spending a night at the guest house.

I think they recently moved under the Wyndham umbrella.
The poolside dining experience is not what it once was. The furniture is old, the pool is rusted, the ambiance is just not there anymore.

Technically no, but that is the most romantic place I could think of. The view of Kingston is divine.

I thought Red Bones moved.
Still in the vincinity but I don't think they're on Braemer again.
