Tough one to answer. I used to see Rusty and crew a lot but haven't heard anything for ages. I will send a FB message to a friend in Negril who will know and come back with a current answer.
I wrote to a friend who owns Moonlight Villa, which is on the Cliffs (West End) Negril. Rusty's place is/was just past the lighthouse so I thought she might know, but she has no idea. I have one more person I can ask, and will be back when I get an answer, but honestly, it has been a very long time since I heard anything about Rusty/and Uncle Sam's nephew Zerial who worked with Rusty so I wouldn't count on them still there. Back later with answer #2.
Xavier I had a few minutes so I thought I would google around and it does not look like Rusty's website is active anymore. I have not heard a thing about Rusty in Jamaica for a very long time. There was awhile where he and Zerial were out on some world wide biking adventures though, so I honestly do not know if either of them are on the island or at least doing the tours, but I doubt it.
I did find though, that on the north coast there is the Fat Tire festival and it seems very popular: http://www.smorba.com/jamaica_fat_tyre_festival.html Maybe the person inquiring can contact someone through that website and find out if somewhere on the island Bike tours are offered.
I am still waiting on a answer from a friend in Negril who is friends with Rusty and will report the answer I get. I hope that helped!
