KINGSTON, Jamaica -- The Office of Utilities Regulation (OUR) says that it will meet with consumer groups and telecommunication service providers Digicel and LIME to discuss complaints sparked by the companies’ decision to bar unlicensed Voice over Internet Protocol (VoIP) applications from their network.
