KINGSTON, Jamaica -- Former Minister of Transport and Works, Mike Henry, says that with China Engineering Engineering Company (CHEC) distancing itself from the steep challenge for motorists using the new North South link of Highway 2000, the National Road Operating and Construction Company (NROCC) should explain the issue to the public.
